Jesse O’Quinn has more than 20 years of experience as a first responder and emergency manager. During my 22 years with the Houston Fire Department, I oversaw Emergency Communications, Public Affairs, and as A Firefighter/EMT.

After retiring from HFD, I moved to San Jose Costa Rica with my wife and young daughter. I hold a Master’s degree in Emergency Management from USC and a Bachelor’s degree in Communication from Sam Houston State University. I hold certificates from FEMA, the University of England, including a Cybersecurity Certificate from Cornell.

My emphasis is on creating safe and exciting experiences for my customers. Diaspora Tour and Travel Group gives back to Costa Rica and will always support the country’s small businesses.
